SECTION 1: PREFACE & ESTABLISHMENT BACKGROUND

The State Tax Vigilance Committee (STVC–Rajasthan) has been established under the guidance of the Ministry of Finance, Government of Rajasthan, with the primary objective of strengthening fiscal transparency, accountability, and integrity across the State. It serves as a vigilance and intelligence mechanism to prevent, detect, and report tax evasion through coordination among departments and citizens.

SECTION 2: ABOUT THE ORGANISATION

STVC–Rajasthan is a non-political, public-interest vigilance body functioning under the administrative control of the Department of Finance, Government of Rajasthan. It acts as a coordination bridge among the Finance Department, Commercial Taxes Department (CTD), SGST, ACB, SIB, and other enforcement agencies to detect and prevent fiscal irregularities.

SECTION 3: OBJECTIVES

To prevent and detect tax evasion in Rajasthan.
To promote fiscal transparency and discipline.
To strengthen coordination among enforcement agencies.
To encourage voluntary tax compliance.
To establish informer-reward and whistle-blower protection mechanisms.
To ensure legal and ethical tax practices across all sectors.
To target ₹10,000 crore additional annual revenue recovery.

SECTION 4: MISSION & VISION

Mission: To establish a transparent, accountable, and corruption-free taxation ecosystem in Rajasthan where every rupee of revenue reaches the state treasury.

Vision: To build a vigilant and financially self-reliant Rajasthan through citizen participation and fiscal honesty.

SECTION 5: HOW STVC WORKS

STVC functions through a structured five-step vigilance framework ensuring transparency and accountability:

Information Collection: From citizens, informers, and digital data sources.
Verification: By the STVC Data & Audit Cell using analytical tools.
Transmission: Verified cases forwarded to the Finance Department and CTD.
Follow-up: Regular monitoring of departmental action.
Public Portal: www.stvc-raj.com – a digital platform for whistle-blowers and citizens.

SECTION 6: ORGANISATIONAL STRUCTURE

D. District Level Units

Each district shall have a District Tax Vigilance Unit (DTVU) reporting to the Jaipur Headquarters:

SECTION 7: MEETINGS & GOVERNANCE

Minimum two meetings annually chaired by the Finance Minister or Chairman.
Emergency sessions for serious fiscal violations.
Quorum: 50% of total members.
Quarterly reports submitted to the Finance Department.

SECTION 8: POWERS & FACILITIES

Power to conduct preliminary investigations in coordination with the Finance Department.
Access to financial records, audit data, and tax intelligence.
Authority to recommend prosecution in serious evasion cases.
Members entitled to official ID cards, digital access, and honorarium.
Whistle-blower confidentiality ensured under the Official Secrets Act.
Operational facilities under Finance Department budget provisions.

SECTION 9: OPERATIONAL STRATEGY

Develop and operate secure vigilance portal – www.stvc-raj.com.
Integrate data from SGST, CTD, and Excise for fraud detection.
Use AI-based analytics to detect suspicious transactions.
Maintain informer database and reward system.
Conduct public awareness seminars on tax honesty.
Issue quarterly vigilance and performance reports.
